A guy that stayed at the hostel showed me this place. It is Nit Wit Ridge, a mansion created by Captain Nit Wit. The Captain, as he called himself, was the local garbage man in Cambria for a number of years. He spent his free time creating this place from trash and from rocks he mined in the area.
